I add games that I've played but have not finished/spent any real meaningful time with to the "On-hold" section as using the "Dropped" one requires me to add a numerical rating to the game, which I'm not comfortable doing.
Whether or not I actually replay any games in the "On-hold" section is anyone's guess.
